4 dead in Moscow airliner crash

MOSCOW (AP) ? A passenger airliner careered off the runway at Russia's third-busiest airport and partly onto a highway while landing on Saturday, broke into pieces and caught fire, killing at least four people.

Officials said there were eight people aboard the Tu-204 belonging to Russian airline Red Wings that was flying back from the Czech Republic without passengers to its home at Vnukovo Airport.

Emergency officials said in a televised news conference that four people were killed and another four severely injured when the plane rolled off the runway into a snowy field and partly onto an adjacent highway, then disintegrated. No collisions with vehicles on the major, multilane highway were reported.

The plane's cockpit area was sheared off from the fuselage and a large chunk gashed out near the tail.

The crash occurred amid light snow and winds gusting up to 15 meters a second (30 mph), but other details were not immediately known. A spokesman for Russia's top investigative agency, Vladimir Markin, said initial indications were that pilot error was the cause.

The state news agency RIA Novosti cited an unidentified official at the Russian Aviation Agency as saying another Red Wings Tu-204 had gone off the runway at the international airport in Novosibirsk in Siberia on Dec. 20. The agency said that incident, in which no one was injured, was due to the failure of the plane's engines to go into reverse upon landing and that its brake system malfunctioned.

On Friday, the Aviation Agency sent a directive to the Tupolev company's president calling for it to take urgent preventive measures.

Vnukovo airport spokeswoman Yelena Krylova said it had enough personnel and equipment to keep the runway fully functional Saturday. The airport resumed receiving planes after a break of several hours.

Prior to Saturday's crash, there had been no fatal accidents reported for Tu-204s, which entered commercial service in 1995. The plane is a twin-engine midrange jet with a capacity of about 210 passengers.

Vnukovo, on the southern outskirts of Moscow, is one of the Russian capital's three international airports.

Andy Reid Fired As Eagles' Coach, Could Remain With Team In Some Capacity: REPORT

EAST RUTHERFORD, N.J. ? Andy Reid is out after 14 years coaching the Philadelphia Eagles, three people familiar with the decision told The Associated Press following Sunday's 42-7 season-ending loss to the New York Giants.

Reid is scheduled to meet with owner Jeffrey Lurie on Monday to discuss his future and an official announcement will come afterward, according to one person, who spoke on condition of anonymity because a final agreement hasn't been reached. That person says there's a chance Reid might remain with the team in some capacity.

Reid is due to make $6 million in 2013 in the final year of his contract. He said he wants to coach next year, but it's possible Lurie could persuade him to take a season off and perhaps help out in the front office in an "advisory" role.

Eagles spokesman Derek Boyko denied several reports that Lurie has already fired Reid, saying it's "absolutely, 100 percent" untrue.

The Eagles (4-12) finished their worst season under Reid by losing 11 of their last 12 games. They missed the playoffs two straight years for the first time under Reid.

After the ugly loss to the Giants (9-7), Reid sounded like a man who knew he was going to lose his job.

"We weren't very good," Reid said. "That's my responsibility and I take complete blame for it."

Asked if he wants to return in 2013, Reid said: "I'm all in."

Lurie said after the Eagles went 8-8 in 2011 that he considered firing Reid. He gave him another chance, but said before this season that 8-8 would be "unacceptable."

"I go in eyes wide open," Reid said of his meeting with Lurie. "Either way, I understand. Whatever he chooses will be the right thing. He always does things for the best interests of the Eagles."

Reid won more games (140) than any coach in franchise history. He led the Eagles to nine playoff appearances, six division titles, five NFC championship games and one Super Bowl loss.

But he couldn't win the big one and that's how he's measured in a city that hasn't celebrated an NFL title since 1960.

The Eagles haven't won a playoff game since 2008 and took significant steps backward the last two years. They entered both seasons with high expectations only to fail miserably.

"We had quite a run," offensive coordinator Marty Mornhinweg said.

Players said they expect changes, but continued to support Reid.

"He's a great man and I love him to death," said quarterback Michael Vick, who could've played his last game with the Eagles. "I wish I could've done more. A lot of players wish they could've done more. Coaches can't play the games."

The Eagles talked all week about wanting to win one for Reid. Instead, they suffered another embarrassing loss to cap a dismal season.

"We came, we stunk it up and we lost. It was terrible. No heart," defensive tackle Cullen Jenkins said.

Like Jenkins, Vick also questioned his teammates' desire before trying to clarify his comment.

"It's frustrating," Vick said. "It's difficult because, me, I leave it all out on the field and I give everything I got. Sometimes, I wish I could play other positions, but I can't."

Vick was 19 of 35 for 197 yards, one TD and one interception in his first game since Nov. 11. He missed the previous six games, sitting out the first five with a concussion and then being inactive last week. Vick only got the start because rookie Nick Foles broke his hand.

Vick is due to earn about $16 million next year, but the Eagles can release him without taking a financial hit. He wants to be a starter and is unsure whether he even wants to come back.

"I don't know. I have to take time to think about everything that's happened," Vick said.

This already was a difficult year for Reid. He endured a devastating loss weeks before the season opener when his oldest son, Garrett Reid, died at training camp after a long battle with drug addiction.

In October, Reid fired close friend and longtime assistant Juan Castillo, who was in his second season as defensive coordinator after coaching the offensive line for 13 years. He later fired defensive-line coach Jim Washburn.

After beating the defending Super Bowl champion Giants on Sept. 30, the Eagles lost eight straight games ? their worst losing streak in 42 years.

Before coming to Philadelphia, Reid was an offensive assistant for six seasons under Mike Holmgren in Green Bay and was instrumental in Brett Favre's growth. Reid inherited a team that went 3-13 under Ray Rhodes in 1998 and was a laughingstock in the NFL. He was an unpopular choice among fans in Philadelphia. But Reid won them over quickly by turning the Eagles into a playoff team in just his second season.

Reid drafted Donovan McNabb with the No. 2 pick in the 1999 draft and developed him into a six-time Pro Bowl quarterback. Reid and McNabb guided the Eagles to five straight playoff appearances from 2000-04. They went to the NFC title game four consecutive years, finally winning one in January 2005 over the Atlanta Falcons. But the Eagles lost to the New England Patriots 24-21 in the Super Bowl, and have missed the playoffs in four of the last eight years.

Reid's tenure in Philadelphia included several controversial decisions. He brought in star wide receiver Terrell Owens here in 2004, finally giving McNabb a legitimate target. T.O. had an outstanding year, overcame a late-season injury and returned to have an excellent game in the Super Bowl. But Owens feuded with management and McNabb the next season and Reid kicked him off the team in November 2005.

In 2009, Reid and Lurie gave Vick a second chance in the NFL after the former star quarterback had spent 18 months in federal prison for dogfighting charges. Vick took over as the starter in 2010, had a remarkable season and led the Eagles to the NFC East title.

The decision to switch Castillo from offense to defense may have been Reid's worst mistake. The unusual move was heavily criticized and contributed to the defense's collapse.

"I'll always put it on the players," Jenkins said. "Coaches can only do so much. Players have to step up and make plays."

Reid's stoic personality and bland news conferences annoyed fans and even some members of the media. He refused to call out players and always took the blame after each loss, saying he had to "do a better job" and "put players in better position to perform."

While that didn't make him popular outside the locker room, Reid was respected by his players. They supported him to the end.

"He's a great coach, a great person. I love the guy," safety Kurt Coleman said.

(AP) ? U.S. Sen. Michael Crapo, the Idaho Republican arrested on suspicion of drunken driving, doesn't plan to fight the charges when he appears in court in January, a spokesman said Friday.

Meanwhile, results from a secondary blood alcohol test performed at the jail show the conservative three-term senator registered a higher level about an hour after being arrested than when he was first tested by the police officer who stopped him.

Police have said Crapo registered a blood alcohol level of 0.11 percent when he was pulled over early Sunday in the Washington suburb of Alexandria, Va., after running a red light. But a secondary test performed after Crapo was brought to the jailhouse ? the one that will be used in court ? registered at 0.14, nearly twice the legal limit, according to a law enforcement official with knowledge of the arrest. The official wasn't authorized to release information publicly and spoke on condition of anonymity.

"He does not plan to contest the charges," said Crapo spokesman Lindsay Nothern, adding that Crapo has consulted with a local Virginia attorney ahead of his Jan. 4 court hearing.

Nothern confirmed there had been a discrepancy in the blood alcohol tests, but said he was uncertain why they differed.

A blood alcohol level of 0.14 means Crapo tested 1/100 of a percentage point below the level that would have mandated jail time under Virginia law. The legal limit in Virginia, which has strict drunken driving laws, is 0.08 percent.

Crapo has apologized and taken responsibility for the incident in a statement, but he hasn't spoken publicly about the arrest. Crapo returned to Washington from Idaho on Wednesday as lawmakers pursue a solution to the looming fiscal cliff, but he wasn't immediately available to comment Friday.

A number of factors could explain the discrepancy between the preliminary breathalyzer test, performed on the street when Crapo was pulled over shortly after midnight, and the jailhouse test, conducted just before 2 a.m. The higher level at the jailhouse could indicate Crapo was drinking shortly before getting behind the wheel and his body was still absorbing the alcohol. But another possible explanation is that blood alcohol testing simply isn't a perfect science, said Michael Hlastala, a breath testing expert and former physiology professor at the University of Washington.

"It could be consistent with rising blood alcohol levels," Hlastala said. "But it just depends on the way the person was breathing, and other factors."

Alexandria police say Crapo was alone in his vehicle when he ran a red light, was pulled over and failed field sobriety tests. He was taken to the Alexandria jail and released on an unsecured $1,000 bond about 5 a.m. Sunday. Crapo is scheduled to appear in court on Jan. 4 ? the day after the start of the next Congress. Crapo was handily re-elected in 2010 and won't have to run again until 2016.

It's still not clear where Crapo was coming from when he was arrested, and the senator hasn't explained the circumstances of the arrest. Court records show Crapo residing in Southeast Washington, a short drive over the Potomac River from the historic suburb where he was arrested.

The 61-year-old's arrest two days before Christmas stunned colleagues and constituents alike, not only because of his squeaky-clean image but also because the senator, a Mormon, had said previously he abstains from alcohol, in accordance with his church's practices.

Many of Crapo's Republican colleagues, including Sen. Jim Risch, Idaho's senior senator, have come to his defense, suggesting Crapo can overcome the indiscretion and remain a viable leader. Crapo's home-state newspaper, the Idaho Statesman, ran an editorial with the headline: "We can all learn from Sen. Crapo's mistake."

The holiday shopping season is officially over?and that means the spasm of big game launches is over as well,?right? Well, no. In some ways, the rush of video?game releases?is just getting started.

For a variety of?reasons, some of the games we were most looking forward to getting our thumbsticks on in 2012?had launch dates pushed back into early 2013. Quite a few hotly?anticipated games are stacked up for a debut in?the new year?... and?some are just weeks away from arriving on shelves.

And while the spring game line-up is crowded, the rest of the ?year is looking pretty packed?as well. Quite a few?best-selling game franchises will make a big return in 2013 while some brand new titles are getting ready to tempt players with original stories and?intriguing new?gameplay.

"Dead Space 3," ?Xbox 360, PlayStation 3, PC?-?Feb. 5
The?space-faring fright?fest that is the "Dead Space" series gets a new entry in the next few weeks. But while the?previous games dropped players?into terrifying solo mission filled with grotesque?creatures known as Necromorphs, this newest game?encourages players to?experience these monstrosities (and the fear they inspire)?with a friend.

Two-player, drop-in/drop-out co-operative play is the name of the?game as?you and buddy head to the icy planet of?Tau Volantis to discover the source of the Necromorph plague. Sure, you can go it all alone, but you'll get more out of the?survival horror?story if you partner up. Also, you'll have someone to hug when the undead leap at you from the dark.?

Speaking of a good space-faring scare, the "Alien" franchise is about to get another installment, in the form of a?video?game.?Not only has?Gearbox Software billed?"Aliens: Colonial Marines" as the spiritual sequel to Jim Cameron's?"Aliens"?? the second "Alien"?movie ??but the game?is even considered part of the canon by 20th Century Fox.

As the name suggests, you get to play a U.S.?Colonial Marine on a mission to investigate the U.S.S. Sulaco spaceship, and?find out what happened to Ellen Ripley and?her crew.?As you play, you'll get to visit some of the most famous?locations from the films and wield some of their?most iconic weapons and equipment. And?we're hoping that, at some point in the game, we'll also get to utter the phrase, "Game over man, game over!"

"Rayman Legends," Wii U?-?Feb. 26
The bright, colorful, zany platforming game "Rayman Origins" was one of my very?favorite games of 2011. And "Rayman Legends"???a direct sequel to that game???looks like it will offer even more?music-filled, action-packed, wacky fun???but with a new twist.?That is, "Rayman Legends"???originally scheduled to arrive in November???will launch exclusively for Nintendo's new Wii U game machine in February instead. And since it's a Wii U exclusive, that?means it will be putting the machine's unique tablet-style GamePad?controller to use.

I gave?"Legends" a try at the Penny Arcade Expo earlier this year and loved the way?one player could use?the GamePad controller ??and?its touchscreen ??to assist up to four other players using standard?Wii Remote controllers. You can use the GamePad to do?things like grab and pull creatures out of the ground, open secret paths and knock enemies out of the way. I dare say "Rayman Legends" is a very good reason to pick up a Wii U if you haven't already.

"Tomb Raider,"?Xbox 360, PlayStation 3, PC?-?March 5
The forthcoming "Tomb Raider" game is another title?that found itself?delayed from 2012 to 2013. But hopefully that extra time will mean extra polish for?this reboot of one of the most famous series?in video?game history.?

The action-adventure/platforming?game is set to?re-imagine leading lady Lara Croft's early, formative years. And while it has already inspired its fair share of controversy?due to an alleged sexual assault scene, we can't wait to see the new places the?developers take this storied franchise. From what we've seen so far, Croft has been given a darker, grittier backstory (a la the?character reboot we've seen in?the new Batman/Dark Knight?films). It's a backstory that makes her more human and less of a (top-heavy)?caricature. And to that we say: It's about time.

"Bioshock Infinite," PlayStation 3, Xbox 360, PC?-?March 26
Earlier this year, the team at Irrational Games told?us we'd have to wait until next year?to get our hands on "BioShock Infinite" because they wanted more time to make it "even more extraordinary."?Needless to say, after all this waiting, our expectation for this game???the third in the critically acclaimed?BioShock franchise???are very high.

And, indeed, "Infinite"?will take us back in time and?high up into the sky, as we play?agent Booker DeWitt, a man sent on a mission?to the airborne city of Columbia. His mission: to find a young woman named Elizabeth (recently?modeled by Russian gamer/costumer?Anna Moleva). This first-person shooter promises to?drop players into a intrigue-and-adventure-filled?alternate vision?of America during the Age of Steam, while bestowing upon?us?some unique powers.

The waiting isn't over yet, but in the meantime you can check out the new?video above, which offers a preview of the first few minutes of "Bioshock Infinite."

"Injustice: Gods Among Us," Xbox 360, PlayStation 3, Wii U - April
There is an age-old question asked by geeks of all ages: Who would win in a fight ... ?Batman or Superman? Flash or the Green Lantern? Catwoman or Wonder Woman? The forthcoming fighting game "Injustice: Gods Among Us" will, at last, provide us with the answers we seek.

The game drops many of your favorite heroes and villains from the DC Comics universe into "a world where the lines between good and evil are blurred." And it's here that the developers at NetherRealm promise "Injustice" will give us "heroes and villains engaging in epic battles on a massive scale." A look at the trailer above shows they aren't kidding. When superheroes collide, mere mortals better run and hide.

"The Last of Us," PlayStation 3?-?May 7
Brought to us by the developers behind the critically acclaimed?Uncharted games, "The Last of Us" not only promises to?blend survival and action gaming?elements in unique ways, but to take us on a story-driven journey with deep, well-crafted characters.

The game takes place 20 years after a plague decimated the population, leaving civilization in ruins and the survivors?not only fighting off?infected humans but fighting with?their own fellow survivors as well. It's in this setting that we meet the grizzled survivor?Joel and the?14 year-old girl, Ellie, that he's charged with protecting. "The Last of Us" is the kind of game aimed at?grown-up players looking for thoughtfully?crafted,?grown-up gaming. Fans of "The Walking Dead" should definitely be?lining up for this one.

"Grand Theft Auto V,"?PlayStation 3, Xbox 360?-?Spring 2013
At long last, Grand Theft Auto?is hitting the road again. The?GTA games have pioneered open-world gaming, giving players the freedom to roam immense digital landscapes filled with crime,?adventure and?some very colorful characters. And Rockstar says that "GTAV" ??which takes place in and around?the fictional Southern California city of Los Santos???will be its?biggest game?yet.

"Grand Theft Auto V"?will allow players to switch between three friends/partners in crime and will?center around performing heists.?We'll get to play?Michael, a wealthy ex-gangster; Trevor, a wise-cracking crazy man with a short fuse; and?Franklin, a professional repo man. Sounds like a recipe for?trouble?... and lots of crime-filled?fun. Meanwhile,?"GTAV" developer Rockstar Games?recently revealed that the game will head underwater as well. "Pikmin 3," Wii U?-?Spring/Summer 2013
Nintendo recently announced that it was delaying its?highly anticipated real-time?strategy game until the second quarter of 2013. And while waiting is a bummer, we're used to it when it comes to this delightful series.

It's been?eight long?years since "Pikmin 2" let us control swarms of the?adorable?little ant-like creatures?as they try to survive in the big BIG world. With "Pikmin 3,"?we'll be able to control these delightful Pikmin using either the GamePad or Wii Remote controller as we?set them to various tasks such as breaking down barriers, harvesting food and?taking out enemies. "Beyond: Two Souls,"?PlayStation 3?- Late?2013
"'Beyond' will be unlike anything else you've experienced before," David Cage, the director for this forthcoming PlayStation 3?game has promised. And we have good reason to believe him. "Beyond: Two Souls" is being made by the team at?Quantic Dream, the development company that brought us the surprisingly compelling and emotionally mature cinematic game "Heavy Rain."?

JOHANNESBURG (Reuters) - South Africa suspended all imports of crude oil from Iran for a sixth consecutive month in November, data showed on Friday, as Pretoria continued to steer clear of the shipments because of sanctions.

South Africa used to import a quarter of its crude from Iran but has come under Western pressure to cut the shipments as part of sanctions designed to halt Tehran's suspected pursuit of nuclear weapons.

In May, imports from Iran stood at 285,524 tonnes, but since June, Africa's biggest economy has replaced shipments from Iran with crude from other suppliers.

The major supplier in November was Saudi Arabia, with shipments of 672,298 tonnes.

Other crude imports came from Nigeria, Angola, the United Arab Emirates and Ghana, with shipments totalling 1.27 million tonnes.

Although the United States extended South Africa's exemption from financial sanctions earlier this month after the cuts in Iranian imports, Pretoria is still hampered by European Union (EU) sanctions that prevent insurance companies from underwriting Iranian shipments.

The EU has not granted any waivers, even though South Africa has been lobbying Brussels because of the impact of the sanctions on its fuel supplies.

Refiners in South Africa include Shell, BP, Total, Chevron, petrochemicals group Sasol, and Engen, which is majority-owned by Malaysian state oil group Petronas .

2013 Ed Policy Wish: Change "Obama's Approach to Education"

Article-2-Obama-change-300x225I woke up this morning from a strange dream in which my students were participating in a presentation on "Obama's Approach to Education." I was upset because I had planned to teach classes that day, only to find my students had gone to this bizarre assembly--and I had not been invited.

I was also upset, because, what valuable messages could possibly be imparted to students at this assembly? The presentation was not about the importance of education in students' lives, something the President has done a good job speaking about to students and parents in the past. This was specifically about his education policy initiatives. ?

Students are?the primary recipients of education policies, but I'm having trouble seeing how recent education policies benefit students at all. What is Obama's Approach to Education? Based on the last four years, I can point to Race to the Top, an initiative based on competition for public funds (our tax money), with a requirement that a significant component of teacher evaluations are based on value added measures of standardized testing data. ?I know what?my students think of that! (See this post: Student Thoughts on Accountability for Teachers).

In Teacher Incentive Fund grants, another policy initative of the last 4 years, all over the country districts are experimenting with creating hybrid roles that pay lead teachers more (which could be good moves), but the government controls the definition of a great teacher and the focus of the lead teacher's work: again through value added measures of standardized test data. ?President Obama, do you really think tests measure what a good teacher is? ?Apparently, you do not actually think so!

Yet, these heavy hitting policies--that gift and deny public funding to kids and families who have no voice in the matter--have the entire country chasing test scores and a huge, publicly funded industry growing around the endeavor. Meanwhile, students are losing out on authentic learning experiences, which they absolutely must have to be prepared for the dramatically shifting professional world they'll enter. ?And with so much money supporting the new testing and data infrastructures, there is apparently not enough money for the essential elements of our children's education: foreign language classes, the arts, programs to support and retain teachers in high need schools, small class sizes, etc. How can we allow this to continue?

I've been nearly silent with my thoughts on these policies and how they reflect on president Obama's leadership when it comes to education. I've had my reasons--mainly, I didn't want to weaken Obama's chances of reelection, since I saw no better choice. I figured a negative blog post probably equals at least as much as a vote, so I kept my concerns to myself. I hope you know that was a big comprimise for me.?I am a small voice in this debate,?but I value my integrity. Now I will speak up. ?

President Obama, you are a person of such intelligence, capable of the highest levels of leadership. You called on a highly articulate and experienced educator in Linda Darling Hammond to lead your education campaign in 2008, and you got my vote that year in large part because of that smart choice. I did not know enough about your leadership at that point to be certain you were the best person to lead our country, but I did know enough about Linda Darling Hammond's work to make a decision I knew would benefit children across America. Then you got elected and made a hard turn in a different direction. You have been nearly silent about this as well. ?It's as if you just handed "education" off to someone else. I know you have so many issues to take care of, but I implore you to stand closer to our country's public schools.

Secretary Duncan said last month,?"We came out of the gates flying" in the first term..." and he plans to "replicate that as much as we can" in the next term (EdWeek, Duncan Sketches Out Second Term Agenda). ?Are you sure you're going in the right direction? The stakes for our country could not be higher. Education is becoming a support for big money at the expense of children's experiences, present and future, and you have the opportunity to turn that around.?

AURORA ? On May 24 of this year Colorado Table was born.

I had previously written about local cooking, dining, sustainable food and drink ,but the time was right to create a food-focused home for the Aurora Sentinel newspapers and websites. The culinary scene in Aurora and across the state is clearly booming. New farm-to-table restaurants, ethnic bakeries, microdistillers, farmers markets, natural foods companies, and breweries seem to open almost every day. And we cooks and diners are demanding more information about the content and origin of the food our families consume.

In the past 12 months of weekly Nibbles column and Aurora Cooks profiles, I?ve been lucky enough to sample great fare and interview dozens of restaurateurs, bakers, and winemakers. Here are a few of my favorite culinary moments of 2012:

FAVORITE TASTES OF THE YEAR

After reviewing the fare I sampled this year at local eateries and bakeries, I started wishing I could assemble some of the dishes for a little Taste of Aurora meal.

I?d start with an Ethiopian spicy pastry-wrapped veggie sambusa at Meskerem Restaurant, hot Italian sausage and peppers in wine-mustard sauce at Balisteri Vineyards Tasting Room, and fresh cut, skin-on fries (from Kennebec spuds just like In-N-Out Burgers) at Cedar Creek Pub. For an amuse bouche, I?d clear my palate with an eggplant Parmesan grinder with excellent marinara sauce and whole milk mozzarella from Wholly Cannoli Cafe.

For the pasta course there would be Dan Dan noodles in a sesame-based sauce with beef, wok-ed baby bok choy, cucumber slivers and peanuts at Chef Liu?s Authentic Chinese Cuisine. The entree would have to be Filipino sisig, pork cheeks and ears boiled, chopped, fried and sauteed with vinegar, onions and peppers and served sizzling with an egg broken on top at the Sunburst Grill.

For sweets, I?d order a wedge of sweet potato pie from Flava, a flaky pain au chocolat at Daniel?s of Paris Bakery, and a cajeta-filled emapanada from Panaderia Tlaquepaque.

WHAT ABOUT AURORA?

In December, a fellow food writer who is penning a book focused on recipes from chefs in Denver and Boulder. To expand the scope she asked me to pen a few words about the culinary importance of Aurora. Here?s what I shared:

?It?s true that Aurora has a limited number of chefs who graduated from culinary institutes. It?s also true that this city is home to thousands of cooks from across the globe creating incredible dishes in inconspicuous, strip mall kitchens. Where else can you taste genuine Filipino cuisine? Aurora is the epicenter of Colorado?s African community with eateries and dishing everything from Eritrean to Nigerian fare. There are more Korean barbecue joints and kimchi markets here than in any part of the state. Aurora?s big ethnic tent includes Italian meat markets, an English tea room, a great brat house, several Szechuan dumpling palaces, a bevy of pho cafes and an array of Mexican/Central American restaurants, bakeries and shops. If you want to serve as a leader, then actually act like one, and be a leader. That means a leader must step forward while others stand on the sideline. Judge someone as a leader not by what they do regarding popular programs and ideas. Rather they must be judged by whether or not they stand up for what they believe, and take what are often difficult or challenging positions. Certainly it is challenging and even stressful at times to stand alone on principle, if you really believe in something. Leadership is about inner strength and fortitude, and doing and saying what needs to be do e, even if it may at times be unpopular or out of fashion.

1. I recall serving for nearly a decade, many years ago, as the Treasurer of a non profit. it seemed obvious to me that this particular organization, if it did not take steps to address putting their financial house in order, would soon be facing the prospect of insolvency. Although I was often overwhelmingly opposed, I continued to chastise, coerce, and demand that the Board acted responsibly. Years later, almost every one of my proposals was enacted, and although waiting as long as they did had a negative overall compacted fiscal and financial impact, the fact that they eventually did what was needed guaranteed the road to solvency and relevance. The interesting aspect, however, is that the very same people who openly bad mouthed me, and derided my point of view, eventually championed the battle, and were more than glad to take full credit for the accomplishment. However, the important thing is not who got the credit, but that what needed to get done, did.

2. Leadership must never be about one's ego or popularity. Rather, it is about webbing effectively, and bringing an organization to achieve and perform to its potential, and to accomplish worthwhile missions. Great leaders always begin with a vital vision, and that vision always acts to motivate them to commit to a greater extent, try harder, care more, and make more efforts to include others in the quest. The true mark of a great leader is not only getting followers to care, but developing the ones with the most potential, to become future true leaders.

It all begins with a leader's adherence to a basic principle or tenet, and using that to bring himself to bravely take a stand, when others resist. All organizations benefit from great leadership.

Fees undermine fliers' ability to compare fares - Hampton Roads

WASHINGTON

For many passengers, air travel is only about finding the cheapest fare.

But as airlines offer a proliferating list of add-on services, from early boarding to premium seating and baggage fees, the ability to comparison-shop for the lowest total fare is eroding.

Global distribution systems that supply flight and fare data to travel agents and online ticketing services like Orbitz and Expedia, accounting for half of all U.S. airline tickets, complain that airlines won't provide fee information in a way that lets them make it handy for consumers trying to find the best deal.

"What other industry can you think of where a person buying a product doesn't know how much it's going to cost even after he's done at the checkout counter?" said Simon Gros, chairman of the Travel Technology Association, which represents the global distribution services and online travel industries.

The harder airlines make it for consumers to compare, "the greater opportunity you have to get to higher prices," said Kevin Mitchell, chairman of the Business Travel Coalition, whose members include corporate travel managers.

Now the Obama administration is wading into the issue. The Department of Transportation is considering whether to require airlines to provide fee information to everyone with whom they have agreements to sell their tickets. A decision originally scheduled for next month has been postponed to May, as regulators struggle with a deluge of information from airlines opposed to regulating fee information, and from the travel industry and consumer groups that support such a requirement.

Meanwhile, Spirit Airlines, Allegiant Air and Southwest Airlines ? with backing from industry trade associations ? are asking the Supreme Court to reverse an appeals court ruling forcing them to include taxes in their advertised fares. The appeals court upheld a Transportation Department rule that went in effect nearly a year ago that ended airlines' leeway to advertise a base airfare and show the taxes separately, often in smaller print. Airlines say the regulations violate their free-speech rights.

At the heart of the debate is a desire by airlines to move to a new marketing model in which customers don't buy tickets based on price alone. Instead, following the well-worn path of other consumer companies, airlines want to mine personal data about customers in order to sell them tailored services. You like to sit on the aisle and to ski, so how would you like to fly to Aspen with an aisle seat and a movie, no extra baggage charge for your skis, and have a hotel room and a pair of lift tickets waiting for you, all for one price? You're a frequent business traveler. How about priority boarding, extra legroom, Internet access and a rental car when you arrive?

"Technology is changing rapidly. We are going to be part of the change," said Sharon Pinkerton, vice president of Airlines for America, which represents most U.S. carriers. "We want to be able to offer our customers a product that's useful to them, that's customized to meet their needs, and we don't think (the Transportation Department) needs to step in."

If airlines have their way, passengers looking for ticket prices may have to reveal a lot more information about themselves, such as their age, marital status, gender, nationality, travel history and whether they're flying for business or leisure. The International Air Transport Association, whose 240 member airlines cover 84 percent of global airline traffic, adopted standards at a meeting earlier this month in Geneva for such information gathering by airlines as well as by travel agents and ticketing services that would relay the data to airlines and receive customized fares in return.

"Airlines want, and expect, their (ticket) distribution partners to offer passengers helpful contextual information to make well-informed purchase decisions, reducing the number of reservations made based primarily or exclusively on price," said a study commissioned by the association.

Consumer advocates question how airlines would safeguard the personal information they gather, and they worry that comparison shopping for the cheapest air fares will no longer be feasible.

"It's like going to a supermarket where before you get the price, they ask you to swipe your driver's license that shows them you live in a rich zip code, you drive a BMW, et cetera," Mitchell said. "All this personal information on you is going out to all these carriers with no controls over what they do with it, who sees it and so on."

The airline association said consumers who choose not to supply personal information would still be able to see fares and purchase tickets, though consumer advocates said those fares would probably be at the "rack rate" ? the travel industry's term for full price, before any discounts.

It's up to individual airlines whether they price fares differently for travelers who don't provide personal information, said Perry Flint, a spokesman for the international airline association.

The stakes, of course, are enormous. Since 2000, U.S. airlines have lost money for more years than they've made profits. Fee revenue has made a big difference in their bottom lines. Globally, airlines raked in an estimated $36 billion this year in ancillary revenue, which includes baggage fees and other a la carte services as well as sales of frequent flyer points and commissions on hotel bookings, according to a study by Amadeus, a global distribution service, and the IdeaWorksCompany, a U.S. firm that helps airlines raise ancillary revenue. U.S. airlines reported collecting nearly $3.4 billion in baggage fees alone in 2011.

One expense airlines would like to eliminate is the $7 billion a year they pay global distribution systems to supply flight and fare information to travel agents and online booking agents like Expedia. Airlines want to deal more directly with online ticket sellers and travel agents, who dominate the lucrative business travel market. Justice Department officials have acknowledged an investigation is underway into possible anti-trust violations by distribution companies.

Airlines also have been cracking down on websites that help travelers manage their frequent flier accounts. The sites use travelers' frequent flier passwords to obtain balances and mileage expiration dates, and then display the information in a way that makes it easier for travelers to figure out when it makes more sense to buy a ticket or to use miles.

"What the airlines are trying to do right now is reinvent the wheel so they can hold all their information close to their chest," said Charles Leocha, founder of the Consumer Travel Alliance. "As we move forward in a world of IT, the ownership of passenger data is like gold to these people."

By withholding information like fee prices, he said, "we are forced to go see them, and then we are spoon-fed what they want to feed us."

Kazakh military plane crashes, all 27 on board killed

ALMATY (Reuters) - A military transport plane crashed in southern Kazakhstan on Tuesday, killing all 27 people on board, including the commander of the Central Asian nation's border guards, local media and the KNB security service said.

The twin-engine Antonov An-72 jet disappeared from radar screens at about 1900 local time (1300 GMT) as it was making a descent near the city of Shymkent, the capital of the South Kazakhstan Region.

Kazakhstan's Channel 7 television showed early footage of charred and mangled fragments of the airplane scattered around a cordoned off area in a raging blizzard.

Kazakhstan's KNB security service said the plane, bound for Shymkent from the capital Astana, belonged to its border troops.

The commander of the country's border guards, Turganbek Stambekov, was among those on board, it said on its site (www.knb.kz). The plane was carrying a crew of seven as well as 20 servicemen.

The passengers also included senior border guard officers from southern Kazakhstan. The border guards had been due to make a stopover in Shymkent and then fly to the Uzbek capital Tashkent for talks with Uzbek colleagues, local media said.

The plane plunged to the ground in bad weather from an altitude of about 800 meters as it was making a fourth circle, trying to land, Kazakh television channels said.

KTK channel broadcast footage of an eyewitness saying he had heard a loud explosion and had seen flames at the crash site.

Quoting Kazakh air traffic controllers, Channel 7 said the plane had crashed into an open-cast mine some 21 km (13 miles) from Shymkent, and rescue teams could not immediately reach the crash site.

HUDSON, Wis. (AP) ? It started as a simple tribute to his mother, a teacher and bibliophile. Todd Bol put up a miniature version of a one-room schoolhouse on a post outside his home in this western Wisconsin city, filled it with books and invited his neighbors to borrow them.

They loved it, and began dropping by so often that his lawn became a gathering spot. Then a friend in Madison put out some similar boxes and got the same reaction. More home-crafted libraries began popping up around Wisconsin's capital.

Three years later, the whimsical boxes are a global sensation. They number in the thousands and have spread to at least 36 countries, in a testimonial to the power of a good idea, the simple allure of a book and the wildfire of the internet.

"It's weird to be an international phenomenon," said Bol, a former international business consultant who finds himself at the head of what has become the Little Free Libraries organization. The book-sharing boxes are being adopted by a growing number of groups as a way of promoting literacy in inner cities and underdeveloped countries.

Bol, his Madison friend Rick Brooks, and helpers run the project from a funky workshop with a weathered wood facade in an otherwise nondescript concrete industrial building outside Hudson, a riverside community of 12,000 about 20 miles east of downtown St. Paul, Minn. They build wooden book boxes in a variety of styles, ranging from basic to a miniature British-style phone booth, and offer them for sale on the group's website, which also offers plans for building your own. Sizes vary. The essential traits are that they are eye-catching and protect the books from the weather.

Each little library invites passersby to "take a book, return a book."

Educators in particular have seized on the potential of something so simple and self-sustaining.

In Minneapolis, school officials are aiming to put up about 100 in neighborhoods where many kids don't have books at home. A box at district headquarters goes through 40 books a day, serving children whose parents come to register them and adults who come to prepare for high school equivalency tests.

"I absolutely love them," said Melanie Sanco, the district's point person on the effort. "It sparks the imagination. You see them around and you want one. ... They're cute and adorable." Kids who have books stay in school longer, she said.

Bol and Brooks, who runs outreach programs at the University of Wisconsin, see the potential for a lot more growth. At one point, they set a goal of 2,510 boxes ? surpassing the number of public libraries built by philanthropist Andrew Carnegie. They passed that mark this summer.

The Rotary Club plans to use the book boxes in its literacy efforts in the west African nation of Ghana. Books for Africa, a Minnesota-based group that has sent over 27 million books to 48 countries since 1988, recently decided to ship books and little libraries to Ghana, too.

The groups are working with Antoinette Ashong, a pro-literacy activist and headmistress of a girls' school in the capital of Accra. "I want to spread reading in Africa, which is a problem because in Africa it is very, very difficult to get books to read," Ashong said in a Skype interview. She has already put up 45 boxes in poor neighborhoods.

Most of the nonprofit's money comes from sale of pre-built little libraries, which cost from $250 to $600, and a $25 fee to register a library on the organization's web site. The AARP Foundation has also provided a $70,000 grant as part of a new program to provide book boxes for seniors and kids to read to them.

Bol and Brooks recently began drawing paychecks after several years of work as volunteers. Bol, the full-time executive director, said he hopes to earn $60,000 a year eventually, but added, "we're not there yet." The group will remain a nonprofit, Bol said, but they want to develop stable revenue streams and management systems so it can continue to grow.

"We are working very hard to get close to making it financially viable, but it will be a while," Brooks said. "What's encouraging is that every day people call us and they have the most clever, interesting and sometimes moving ideas."

Sage Holben, who put up a Little Free Library in her tough neighborhood near downtown St. Paul, said she thinks it has made a positive difference. Although crime and violence are common on the block, no one has vandalized the box or stolen the books, and she routinely sees kids exploring the contents. She said she asked one 8-year-old neighbor if she really intended to read a romance novel she had taken.

The girl told her no, Holben said, but ran her finger over the words as if following the text.

"I do this and I feel like I'm smart," the girl said.
