North Korea tells China planning nuclear test: report

A North Korean official has apparently told Chinese authorities that the communist state is planning to conduct a third nuclear test in the coming week, a news report said Saturday.
"We've heard a North Korean official in Beijing told the Chinese side that the North planned to carry out a nuclear test between January 13-20," the Joongang Ilbo daily quoted an unidentified Seoul official as saying.
South Korean officials have a policy of not commenting on intelligence matters.
"We're now stepping up surveillance over the Punggye-ri nuclear test site," the official said in reference to the North's only nuclear test site, where tests were carried out in 2006 and 2009.
With the UN Security Council still debating possible sanctions against the North following the launch of a long-range rocket last month, there has been widespread speculation that Pyongyang may carry out a third nuclear test.
However, Professor Yang Moo-Jin of the University of North Korean Studies in Seoul said there were "no signs of a nuclear test being imminent".
"Chances are slim that the North might push ahead with a nuclear test in this winter season, especially when China is insisting on a moderated response to the rocket launch to prevent a third nuclear test taking place," Yang told AFP.
Last month a US think-tank citing satellite photos said the North had repaired extensive rain damage at the nuclear test site in the northeast of the country and could conduct a detonation on two weeks' notice.
The US-Korea Institute at Johns Hopkins University said satellite photos as recent as December 13 showed Pyongyang was determined to maintain a state of readiness at Punggye-ri.
South Korea's Unification Minister Yu Woo-Ik told a parliamentary committee last month it was "highly probable" the North would likely follow up the successful rocket launch with another nuclear test.
"Judging from analysis of intelligence, significant preparations have been made," he said.
North Korea had a track record of conducting nuclear tests following missile launches, which were aimed at developing a delivery system for nuclear warheads, Yu said.
The North's previous nuclear tests were both carried out within months of long-range rocket launches.
Pyongyang insists the launch was a purely scientific mission aimed at placing a polar-orbiting earth observation satellite in space, but most of the world saw it as a disguised ballistic missile test.

Dad poses as gunman to test school security

A Texas man is facing third-degree felony charges of making a terroristic threat after he allegedly told elementary school staffers he brought a gun to the building,?NBCDFW.com reported.

Officials say Ronald Miller was unarmed Wednesday when he told a school greeter outside Celina Elementary School that he had a gun, according to NBCDFW.com. The town of Celina is just north of Dallas.

The greeter froze in panic when Miller said he was a gunman and his target was inside,?Celina Independent School District Superintendent Donny O'Dell told NBCDFW.com.?Miller was then able to walk into the school and entered the office.

"He told them that he is a shooter and 'you're dead, and you're dead,'" O'Dell told NBCDFW.com. Never showing a weapon, Miller then reportedly revealed his stunt was a test of school safety and he wanted to talk to the principal.

School staffers knew Miller, who was a father of a student, and police were not called until he left the school, The Dallas Morning News reported. He was arrested Wednesday evening and is being held in lieu of $75,000 bail, the newspaper added.

School security and gun control have been hotly debated since the Dec. 14 shooting at Sandy Hook Elementary School in Newtown, Conn., claimed the lives of 20 children and six adult staffers.


In a letter to parents dated Thursday, O'Dell said Wednesday's test was done "in a rogue manner."

"We have always had a security plan in place that involved our police officials," O'Dell wrote. "However, because of recent events we have ramped-up our security efforts on all campuses."

O'Dell did not respond to NBC News' phone and email requests for comment Friday.?Representatives of the Celina PTA board did not respond to email requests for comment Friday.

David Siano, a parent at the school, told NBCDFW.com that the incident shows that "we are not prepared."

"His intent was just simply to say, 'you've done nothing' and that's what it showed," Siano said. "So (if) that?s what it takes, it?s a shame."

Another parent Misti Schramme told The Dallas Morning News she trusts security measures in Celina and thinks her child's school is safe:?"You can?t live in fear all the time."

School safety expert Ken Trump told NBC News on Friday that he encourages parents to "ask probing questions" about their child's school security and emergency prep.

But he advises: "Don?t go off the deep end to be overly dramatic." Instead, Trump recommended that parents choose avenues like scheduling an appointment with the principal, attending safety or crisis team meetings at the school, or going to the school's PTA.

In the last few decades, Americans have witnessed?a number of high-profile school shootings, including the 2007 attack at Virginia Tech and the 1999 massacre at Columbine High School in Colorado.

On Thursday, an armed student entered a Taft, Calif. high school and wounded a 16-year-old teen.?A teacher and campus supervisor?persuaded the shooter to drop the gun.

  7. Tap on Mail, Contacts, Calendars.
  8. Scroll down and tap on Signature.
  9. Find the name of the account you'd like to change and tap on the screen in that text box once to bring up the paste menu and tap on paste.

    CARSON CITY, Nev. (AP) -- A state board has approved fees for policies to be sold on Nevada's health insurance exchange to cover operating expenses.

    The Silver State Health Insurance Exchange board approved rates Thursday during a meeting in Carson City. Fees likely will be passed on to consumers.

    While the federal government is picking up most of the costs for first year in 2014, the fees will help build up reserves to run the program when federal funding expires.

    Health insurance plans that don't include dental coverage will be charged $4.95 per month. Those that include dental will pay a $5.31. A stand-alone dental plan will be assessed 36 cents per month.

    Nevada's insurance exchange received preliminary approval from the federal government this month.

    Nevada's exchange will begin enrollment in October.

    Study: Abortion legalization increased demand for pets | The Daily ...

    Researchers in Australia have confronted a most pressing question as America nears the 40th anniversary of Roe vs. Wade: Just what has been the effect of abortion legalization on pet ownership among women in the United States?

    A?paper?recently published at the Social Science Research Network by economists at Monash University, titled ?Child vs. Pet: The Effect of Abortion Legalization on the Demand for Pets? found that the demand for pets slightly increased with the legalization of abortion.

    ?We find that the demand for pets is affected by liberalization of birth control methods, suggesting a substitutable property of pets for children,? the researchers wrote. ?The probability of women affected by abortion legalization owning any pet is 9.6 percentage points higher than for non-affected women.?

    They add that women ?affected? by abortion legalization spent on average eight minutes more on pets.

    To get these results, the Monash economists compared women living in early-abortion legalizing states (like California, New York, Washington, Alaska, and Hawaii) at the peak of their childbearing years in the 1970s to women in other states in non-legal abortion states and looked at their patterns of pet ownership in the years following their childbearing years in 2010 and 2011 ? using data from the March Current Population Survey (CPS) and the American Time Use Survey (ATUS) in 2010 and 2011.

    The researchers explained that due to a lack of data on pet ownership in the past, they were unable to examine the effects of the abortion legalization on pet ownership when Roe vs. Wade first passed in the 1970s.

    CENTENNIAL, Colo.? Photos recovered from James Holmes? iPhone show the alleged gunman posing with weapons and making creepy faces in the weeks and hours before the shooting massacre at an Aurora movie theater.

    The images were shown in court Wednesday morning during Holmes' preliminary hearing, but were not released to the public.

    It was the state's final move before declaring that it had presented overwhelming evidence that Holmes meticulously planned and executed the attack without remorse.

    "Because he wanted to kill all of them, and he knew what he was doing," Arapahoe County prosecutor Karen Pearson told the court.

    One of the more disturbing self-portraits was snapped on July 12. It shows his infamous orange-dyed hair flaring out from beneath a black skull cap. His eye color is darkened by black contact lenses, and he is grinning with his tongue sticking out.

    Three other self-portraits were snapped approximately six hours before the movie theater shooting. In those photos he is also wearing black contact lenses and making various faces. In one of them, he's holding up one of two semi-automatic pistols he had recently purchased.

    "He has a large, toothy smile," Aurora police Sgt. Matthew Fyle said from the witnesses stand.

    In two others from July 19, he is posing with parts of homemade bombs he allegedly built. A final photo from July 19 shows an arsenal of guns and black tactical clothing sprawled across a red sheet on his bed.

    A self-portrait taken on July 5 shows Holmes with orange-dyed hair and dressed in black combat gear with an assault-like rifle being carried from his shoulder.

    Other photos recovered from Holmes'?iPhone lead police to believe he began casing the Century 16 theater a month before the shootings.

    Four photos taken on June 29, July 5 and July 11 show various interior and exterior images of the movie theater, including doorways, hallways and sidewalks.

    Holmes? lead public defender, Daniel King, did not present evidence or call witnesses during this phase of the case.

    ?I have no argument to probable cause,? King said. ?This is not a trial.?

    King said anything he would present would speak to Holmes? mental illness, and this was not the time to do so.

    Judge William Sylvester did not make a ruling at the end of Wednesday's preliminary hearing. He recessed the court until 9 a.m. MT on Friday when he will announce if the evidence presented is enough to move forward with a trial. An arraignment may be held the same day. If so, Holmes' defense attorneys could plead not guilty to preserve Holmes' right to a jury trial.

    CENTENNIAL, Colo.?Aurora police Sgt. Matthew Fyles, who has supervised the Aurora movie theater massacre investigation, is scheduled to take the stand when the preliminary hearing resumes at 9 a.m. MT.

    Prosecutors said late Tuesday that Fyles will be the last witness for the state. It is unknown if shooting suspect James Holmes' defense team will call its own witnesses.

    The purpose of the hearing is for District Judge William Sylvester to determine if there is evidence to try Holmes on 166 counts of first-degree murder and attempted murder. Colorado allows dual filing of charges (essentially premeditated and without remorse). Twelve people were killed and 58 wounded in the shooting. An additional 13 suffered nongunshot injuries as a result of the rampage.

    Holmes, a former neuroscience doctoral student at the University of Colorado School of Medicine in Denver, has been held without bond and in isolation since being arrested without resistance behind the theater minutes after the massacre.

    NJ Dem: GOP's Christie may have 'prayed' for storm

    TRENTON, N.J. (AP) ? Republican Gov. Chris Christie may have "prayed" for Superstorm Sandy because it has provided political cover for his failed economic policies, the Democratic leader of the state Senate said Monday.

    Senate President Stephen Sweeney, the state's most powerful elected Democrat and a possible contender for his party's nomination for governor, said Christie's jobs plan before the late October storm was a disaster and now the reconstruction will provide an economic boost through thousands of new construction jobs.

    He said Sandy, which killed people in 10 states but hit New York and New Jersey the hardest, flooding neighborhoods, knocking out power and destroying homes, helped hide the failings of Christie's first term, including persistently high unemployment and housing foreclosures.

    "His jobs package is a hurricane," Sweeney said during a press conference on Monday, the day before Christie was set to deliver his State of the State message. "I guess he prayed a lot and got lucky because a storm came."

    Sweeney immediately apologized for the remark.

    The governor's office and leading Republicans pounced on Sweeney anyway.

    "No one prayed for what New Jersey has endured," Christie spokesman Michael Drewniak said. "This is politics at its worst."

    The storm, formed when Hurricane Sandy merged with two other weather systems, is the worst natural disaster in New Jersey, where it has racked up $36.9 billion in damage, mitigation and prevention costs. Christie, who lauded President Barack Obama for offering assistance and then openly criticized Congress for delaying funding, has been catapulted to record-high popularity for his handling of the storm, and he is now considered a strong contender for the Republican presidential nomination in 2016.

    Public opinion polls after the Oct. 29 storm showed Christie had won over virtually every voting constituency in the Democratic-leaning state, even women and minorities, who had not supported him in the past.

    Sweeney said Monday evening his remark about praying for a storm was a "misstatement," but he maintained his point.

    "The governor is using the storm to paper over his failure to lead on issues like job creation, economic growth, women's issues, health care and housing," Sweeney said in a statement. "He has already said the storm 'erased the blackboard,' meaning he is going to use it as an excuse to ignore every other issue in New Jersey."

    Christie, in an interview last week, said so much time in the next year will be spent recovering from Sandy that his administration won't have time to do most other things.

    "This has come to supersede most of the rest of the first-term agenda," Christie said.

    The governor announced his intent to run for re-election in part for the chance to lead the state through the post-storm rebuilding.

    Only one Democrat, state Sen. Barbara Buono, of Metuchen, has declared an intent to challenge Christie, but she doesn't have the support of the party's bosses. Sweeney on Monday said he was looking to recruit another candidate and might run himself.

    Sweeney predicted the governor would use the State of the State speech to paint a rosier picture than reality suggests: increased poverty, 9.6 percent unemployment and the second-highest foreclosure rate in the country.

    A budget snapshot presented last week by the Legislature's fiscal expert concluded that Sandy has had little impact on revenue collections, which have missed the Christie administration's targets for each of the past seven months and may force midyear budget cuts.

    Sweeney was joined by Democratic Majority Leader Loretta Weinberg, of Bergen County, who said six family planning centers have closed and countless others have seen their hours reduced since Christie failed to fund them. Democratic Sen. Nia Gill, of Essex County, criticized the governor for vetoing legislation that would have allowed the state to set up its own health care exchange to comply with Obama's health care overhaul.

    Starbucks enters entrenched Vietnam coffee market - seattlepi.com

    HANOI, Vietnam (AP) ? Nghiem Ngoc Thuy has been slinging coffees to thirsty Vietnamese for 20 years in her colonial-style villa with peeling shutters, and she and her customers aren't too worried that the imminent arrival of U.S. giant Starbucks will alter their time-tested coffee traditions.

    Starbucks announced Thursday that it will open its first cafe in Vietnam early next month in Ho Chi Minh City as part of its strategy to expand across Asia, and plans to add more shops throughout the country.

    But compared with other Asian markets Starbucks has recently entered, the Seattle-based company faces a unique scenario in Vietnam, where French-inspired coffee culture reigns supreme, two homegrown chains have established presences and family-run sidewalk cafes are as ubiquitous as noodle shops.

    "Our prices are affordable for average Vietnamese," Thuy said, pausing for just a moment during an afternoon rush at her family-run cafe in Hanoi, the capital. "Expensive coffee is just for the children of government officials, or people who have lots of money."

    Vietnamese coffee, made from ballsy robusta beans, packs a stronger caffeine wallop than European-style espresso, which is made from effete arabica. It has a slightly bitter taste that usually is offset by sweetened, condensed milk known to rattle tourists' eyeballs.

    Dang Le Nguyen Vu, whose Trung Nguyen Group owns 55 cafes in Vietnam, said he welcomes Starbucks and doesn't view the American newcomer as a threat.

    "I could imagine Starbucks opening up to a hundred cafes at most in Vietnam in the next 10 years," Vu said. "But will people in a country with such a low GDP per capita, and a different taste in coffee, really accept Starbucks?"

    Unlike China, where tea is the caffeinated drink of choice, Vietnam inherited a coffee culture from French colonizers in the 19th century. Vietnam also is the world's second-largest exporter of coffee behind Brazil. According to the government, it produced 1.73 million tons of coffee last year, for an export value of $3.7 billion.

    Starbucks already operates more than 3,300 stores across 11 countries in the Asia-Pacific region, and its entry into Vietnam marks the latest salvo in a campaign to woo Asia's emerging middle classes despite a stagnating U.S. economy.

    Jinlong Wang, president of Starbucks Asia-Pacific, said the company plans to expand across Vietnam in a way that celebrates the country's "coffee culture and heritage."

    "We look forward to growing with Vietnam's already vibrant coffee industry, and making a positive impact in the communities where we operate," he said in comments emailed to The Associated Press.

    Vietnam's economy has slowed recently in part because of a problematic banking sector, but Starbucks' upmarket brand will appeal to the growing Vietnamese middle class, said Anthony Emms, managing partner at Stanton Emms Strategy Consultants in Singapore, which advises international food and beverage companies on Asian markets.

    "I don't believe there is a massive barrier to Starbucks in Vietnam," he said by telephone. "Starbucks is not really a coffee; it's a food-service concept."

    More than 60 percent of Vietnam's population was born after the Vietnam War ended in 1975, and there is a strong demand among youth in Hanoi and Ho Chi Minh City for branded clothing and accessories, no matter that the labels often are fakes, and average annual income is only about $1,500.

    Other international food chains have opened stores in Vietnam in recent years, including the Australian coffee chain Gloria Jean's Coffees International, the California-based Coffee Bean & Tea Leaf, and the American fast-food chains KFC and Burger King. And Nestle instant coffee ? engineered to suit the Vietnamese palette ? is sold widely in Vietnamese supermarkets.

    But Starbucks would risk alienating some of its potential clients if it didn't include Vietnamese drip coffee on its menus here, Emms said. "Say you get a grandfather coming in with a younger relative ? he might not want to drink a cafe macchiato or latte," he said.

    Starbucks' announcement that it is moving into Vietnam has been received without much fanfare in local blogs and state-controlled media, although some speculate about how the company will compete with Trung Nguyen Coffee and Highlands Coffee, a homegrown brand that credits Starbucks as an inspiration.

    Nghiem Ngoc Thuy, meanwhile, is still swooping across the worn tiled floors of her cafe, setting down steaming coffees just as fresh customers arrive to order more.

    The price: 15,000 dong (75 cents) per cup, she said on a recent weekday afternoon, as cigarette smoke curled toward the ceiling. 1,000 extra for condensed milk.

    Thuy's family has been in business since the late 1980s, and watched as this leafy neighborhood ? called "cafe street" by some locals ? has welcomed luxury cars, sushi restaurants and upscale clothing boutiques.

    A regular customer, electronics salesman Do Thanh Tung, said he is eager to see if Starbucks coffee really is different from the Vietnamese blends he has been drinking since he was 10 years old.

    "Vietnamese young people will welcome Starbucks, once they get used to it," Tung, now 30, said as he hunched over a silver laptop.

    But he added that he doesn't expect to become a regular Starbucks patron because he drinks five or six cups of coffee a day, and a latte habit would get expensive.
