(CBS) STATE COLLEGE, Pa. - Ex-Penn State football coach Jerry Sandusky and his wife, Dottie, are looking to sit down and interivew with Oprah, "60 Minutes," Barbara Walters, or the new "Rock Center" with Brian Williams, says his lawyer Joe Amendola.

FOX News says accused child molester Sandusky and his wife are reportedly contemplating doing a joint TV interview early next year, according to Amendola.

Sandusky has spoken briefly to reporters but has not yet done a full, sit-down interview with the media.

In an interview with Bob Costas on "Rock Center," Costas described Sandusky's answers about whether he was sexually attracted to young boys as being "somewhat odd."

In a New York Times online interview, Sandusky also denied the sex abuse charges.

Putin crony appointed to top Kremlin staff post

?A former KGB colleague of Putin has been appointed chief of staff for the Kremlin, signaling continuing concern about the strength of the protest movement.

A close political ally and old KGB colleague of Vladimir Putin has been given the top Kremlin staff job, a move that some experts say is an effort by Mr. Putin to lock down the levers of supreme authority at a time when mass public protests threaten social instability.

Sergei Ivanov, a former KGB general who was defense minister for six years under Putin, was appointed chief of Kremlin staff Thursday by President Dmitry Medvedev, in a terse announcement published on Mr. Medvedev's official website.

Mr. Ivanov is considered to be one of the toughest, smartest and most experienced apparatchiks in Russian government, and his track record of loyalty to Putin is long and undisputed.

Experts say it's also significant that acting Kremlin chief of staff Vladislav Surkov, the architect of the Putin-era system of "managed democracy,"?was apparently passed over for the appointment.

Over 35,000 people have signed a Facebook pledge to attend a downtown Moscow rally on Saturday to protest against alleged vote rigging and political manipulation in the Dec. 4 Duma elections. Opposition leaders blame Surkov for orchestrating the fraud, as well as other restrictions in Russian politics that include refusing to register political parties and candidates that are too independent, channeling official resources and state media support behind the ruling United Russia party, and creating a network of pro-Kremlin pressure groups, such as the youth movement Nashi, to back Kremlin policies.

"It's important that Ivanov has been appointed at this time, because he is a strong and reliable figure who is 100 percent loyal to Putin," says Sergei Strokan, a columnist with the Moscow business newspaper Kommersant.

"It's a storm warning. It's clear that Russian authorities are rattled by how rapidly this protest movement is growing, and they are not sure how to respond. But they want a strong hand in that important and sensitive job. It shows that Putin is in charge, calling the shots and stacking the Kremlin with his own people," Mr. Strokan says.

"But it's equally important to note that Surkov was not appointed. He is a figure that is particularly irritating to the opposition, who blame him for all sorts of shenanigans. It's possible that Putin may be trying to take the pressure off ahead of more street rallies by sidelining Surkov. ? Basically, it illustrates that Russian authorities are trying to do something, but definitely want to hold on to all means of control."

Nobody Chosen on the Tennessee Titans for the 2012 NFL Pro Bowl: Local Fan?s Take (Yahoo! Contributor Network)

The Tennessee Titans have it rough.

The Titans had to play the entire 2011-12 regular season without any primetime games on NBC, ESPN or the NFL Network. Yet, the Jacksonville Jaguars (whom hardly anybody outside of Northern Florida cares about, maybe Los Angeles?) were rewarded with two Monday Night Football home games and a Thursday Night game.

So the 2012 NFL Pro Bowl was supposed to be an opportunity for some of the Titans' best players to gain some national exposure. Unfortunately, nobody wants to see any of the Titans' best players. That, or they just haven't seen them play this season.

I'm not surprised. This franchise doesn't get much publicity outside of Middle Tennessee. Chris Johnson may be the only player who exudes a great deal of star power and interest from football fans in other markets. Jared Cook might become that player if offensive coordinator Chris Palmer starts incorporating him into the offense more often.

I have a friend who is a rather loyal football follower. Back in August, I asked him if he could name five players on the Titans' roster. Outside of Matt Hasselbeck and Johnson, he couldn't do more than "That receiver who's always getting busted for weed" and "that guy who tried to rob Andre Johnson on the football field." He did know who Michael Griffin was once I explained to him that he played his college football at the University of Texas.

So were there any Titans who were snubbed? I think there were two players who were borderline choices. Cortland Finnegan and Rob Bironas may have been selected had they played in bigger markets.

Finnegan has played very well this season. The problem is that it doesn't really show up in the stats. I'm not sure that he'd get selected even if he deserved it since he seems to be one of the NFL's most disliked players after his on-field behavior for the past few seasons. He's not a bad guy though: he was chosen as the Titans' Walter Payton Man of the Year for a second consecutive year in 2011.

Bironas had another fantastic season. He's 26-of-29 on the season and he's converted six of seven field goals from 50+ yards. His only miss from beyond 50 yards was a 66-yard attempt against the Jacksonville Jaguars in the regular-season opener. Sebastian Janikowski received the nod over Bironas after converting on 27-of-31 field goals. Janikowski converted on his 63-yard attempt against the Denver Broncos in the regular-season opener.

With young players like Jake Locker, Karl Klug and Colin McCarthy? This trend will hopefully expire sooner than later.

College football predictions: Bowl Week II

Time for more college football predictions, this time the 16 games played between Christmas and New Year?s.

Insight Bowl: Oklahoma vs. Iowa, 9 p.m. Friday. Sooners 37-14. Not a good matchup for the Hawkeyes, no matter how listless the Sooners were down the stretch.

Independence Bowl: Missouri vs. North Carolina, 4 p.m. Monday. Tigers 38-28. Matchup of the school the SEC wanted (Carolina) vs. the school that it settled for (Mizzou).

Little Caesars Pizza Bowl: Purdue vs. Western Michigan, 3:30 p.m. Tuesday. Boilermakers 45-24. Risky pick. Purdue 2-2 in its last four games against the Mid-American Conference.

Belk Bowl: North Carolina State vs. Louisville, 7 p.m. Tuesday: Wolfpack 47-17. Heck of a matchup, if you?re talking about the 1983 Final Four. This game is in Charlotte, N.C., and was known as the Meineke Car Care Bowl. But the Meineke Car Care sponsorship has moved to Houston and the Texas Bowl, which once was known as the Houston Bowl. Personally, I miss the Bluebonnet Bowl.

Military Bowl: Air Force vs. Toledo, 3:30 p.m. Wednesday. Falcons 45-38. Strange pairing. The Academy is playing the Rockets.

Holiday Bowl: Texas vs. California, 7 p.m. Wednesday. I don?t know if he gets enough credit, but Jeff Tedford has done a nice job with Cal football. I remember when the Bears were mostly irrelevant. I know they?re not knocking down the Rose Bowl?s door, but now they?re mostly competitive.

Champs Sports Bowl: Notre Dame vs. Florida State, 4:30 p.m. Thursday. Seminoles 26-6. The Florida State season looked so promising when they tied OU 13-13 in the fourth quarter on Sept. 17.

Alamo Bowl: Baylor vs. Washington, 8 p.m. Thursday. Bears 61-34. It would have been a nice year for OU to finally make its Alamo Bowl debut. New place to go for the fans, who need a reason to get motivated for this bowl season, and San Antonio might have been the ticket. But you can?t blame the Alamo folks for going with the Heisman Trophy winner.

Armed Forces Bowl: Tulsa vs. Brigham Young, 11 a.m. Friday. Golden Hurricane 26-24. I covered the 1996 TU-BYU game. Cougars won 55-30, and the game ended after midnight. In fact, here are the scores of the last six Tulsa-BYU games ? 38-15, 45-35, 55-30, 49-39, 49-24 and 55-47. Tulsa won only the last one, in 2007.

Pinstripe Bowl: Iowa State vs. Rutgers, 2:30 p.m. Friday. Scarlet Knights 17-14. I?ll be pulling hard for the Cyclones. But Yankee Stadium is bad karma for the Big 12. Just look at the 2010 Pinstripe Bowl.

Music City Bowl: Wake Forest vs. Mississippi State, 5:40 p.m. Friday. Demon Deacons 28-21. National upset special. Game 3 of an ESPN quadrupleheader. College football fans will be worn out by the time the Insight kicks off. Also, set your DVRs, if you?re so inclined. OU-Iowa could kick off on an ESPN sister station ? ESPNU or ESPN?classic or ESPNNEWS ? if the Music City runs long.

Meineke Car Care of Texas Bowl: Northwestern vs. Texas A&M, 11 a.m. Saturday. Wildcats 37-31. Big 12 upset special. Northwestern hasn?t won a bowl game since 1949. Got to end sometime.

Sun Bowl: Georgia Tech vs. Utah, noon Saturday. Yellowjackets 47-14. Utah lost at home to Colorado. That?s a crime against the gridiron.

Fight Hunger Bowl: Illinois vs. UCLA, 2:30 p.m. Saturday.?Bruins 37-31, in four overtimes. We picked UCLA for this reason ? after thoroughly checking the NCAA rule book, it has been made abundantly clear that someone has to win.

Liberty Bowl: Cincinnati vs. Vanderbilt, 2:30 p.m. Saturday. Bearcats 31-21. Call me crazy, but I?m still on the Cincy-to-the-Big 12 bandwagon. Bring them in and bring them now. Reminds me a story my former pastor?s father once said. Said he never could find a preacher he liked, so he just grew his own.

Chick-fil-A Bowl: Auburn vs. Virginia, 6:30 p.m. Saturday.?Tigers 24-19. I once watched the Peach Bowl (which this is) during a six-hour cruise that left Fort Lauderdale harbor. Worst night of my life, which had very little to do with Florida and Miami playing in the Atlanta bowl game.

Last-minute shoppers dash for stores

It's that time for caroling, eggnog, holiday cheer ? and for some, a frantic dash to the mall.

Last-minute shoppers hit stores on Christmas Eve in a surge that retailers hope will top off a strong holiday shopping season.

Among them was Len Boswell. He started his shopping at 6 a.m. at Starbucks. Later in the morning he was at a CVS drugstore in Decatur, Ga., picking up candy and a neck pillow for his wife.

"I should have done this a couple of weeks ago," acknowledges Boswell, 68, a director of book publishing at a nonprofit.

Stores are expected to ring up $469.1 billion during the holiday season, which runs November through December. The final week before Christmas can account for up to 20 percent of those sales. Retailers tempered their expectations heading into the season because they worried that Americans weren't ready to spend in the weak economy.

But sales have been brisk during the two-month period, rising 2.5 percent from the start of the season on Nov. 1 through last Saturday, according to research firm ShopperTrak, which did not give a dollar figure. As a result, ShopperTrak upgraded its sales growth forecast to 3.7 percent from its 3 percent estimate heading into the season.

"We're seeing good traffic, good sales," said Sherif Mityas, a partner in the retail practice at A.T. Kearney, a management consulting firm. "Even with all the bad news and hesitancy in terms of the economy, consumers are still opening up their wallets more than last year, which is good news."

But at a time when Americans are still concerned about high unemployment, stagnant wages and market uncertainty, retailers aren't willing to leave anything to chance on the final shopping days before Christmas.

Toys R Us and some Macy's have been open 24 hours a day in the days leading up to Christmas. At malls, Abercrombie & Fitch has been offering a blanket 50 percent off on all items while J. Crew and Madewell offered 30 percent off. Retailers' promotional e-mails are up 34 percent from a year ago, according to Responsys, which tracks e-mail activity from more than 100 merchants.

"They're clearly putting their best foot forward on promotions right now," said John Morris, analyst at BMO Capital Markets. Morris estimates that promotional sale activity is up about 7 percent compared with last year, taking into account the level of markdowns and the amount of goods marked down.

What to shop for in the post-Christmas sales

Whether it's the sales or just plain-old procrastination, last-minute shoppers were drawn to stores across the country on Christmas Eve.

Taubman Centers, which operates malls across the country including The Mall at Short Hills in New Jersey and Beverly Center in Los Angeles, reported almost-full parking lots at some malls by 10 a.m., earlier than last year. Apparel, electronics, perfume and jewelry were among the biggest sellers.

Macy's, in New York's Herald Square, also was packed with shoppers by late morning. The store has been open around the clock since Wednesday and was set to close at 6 p.m. on Saturday.

Kimberly Sylvester, 28, was out for the first time doing her holiday shopping Christmas Eve. At Manhattan Mall in New York, there was a steady stream of shoppers Saturday morning.

Shamek Shider, 22, was among them. He had spent $100 at Macy's on snow suits for his goddaughter on Friday, his first time out holiday shopping. He came back on Christmas Eve and spent $250 on jewelry and clothing at Macy's and J. C. Penney for his mother, sister and other relatives.

"This is when I see the best deals," said Shider, who lives in Newark, N.J.

Ryan Eagle, 25, planned to hit South Park Mall in Charlotte, N.C., Saturday morning to shop for presents for his wife. He always shops on Christmas Eve, he said, to get good deals and to people-watch. Last year, he found $200 boots on sale for $50 at Macy's.

"I'm a last-minute person," he said. "I enjoy going out and watching everyone run around."

Publicist Scotty Dugan dies on way to slain exec's funeral (Reuters)

LOS ANGELES (TheWrap.com) ? Publicist Scotty Dugan died while en route to the funeral of slain music executive and film producer John Atterberry on Wednesday of as-yet-undetermined causes, TheWrap has confirmed. He was 52.

Dugan was at a Los Angeles County Metropolitan Transit Authority train stop when he was stricken, according to Dugan's client and friend Jennifer Gotzon. An autopsy is pending. Gotzon tells TheWrap a heart attack or brain aneurysm is suspected.

Witnesses saw Dugan clutch his head and complain loudly of head pain.

"He just dropped to the ground," Gotzon said.

Dugan was transported to a local hospital, where he was pronounced dead late Wednesday morning.

Dugan had been working on the upcoming film "God's Country," which Atterberry had written and produced. Gotzon stars in the movie.

Dugan's family in Boston is making preparations to have his remains transported back east for burial. Plans for a memorial service in Los Angeles, likely during the first weekend of January, are underway, Gotzon told TheWrap.

Dugan was single and had no children.

Dugan's IMDB profile states that he began an early career as a photographer selling pictures to such publications as the Reading Chronicle, the Boston Herald and the Boston Globe. After studying journalism at Boston University, he became employed in the sports department of the Boston Herald, and worked as an editor at the Hollywood Reporter for a period.

Gotzon remembers Dugan as a man who fully immersed himself in the projects he became involved in.

"He gave selflessly and poured passion and energy into projects that sometimes nobody even asked him to," Gotzon told TheWrap. "He did the work of 10 men in one day ... he had energy that nobody could understand."

Atterberry, a former Death Row Records music executive, was struck multiple times during a shooting rampage at the intersection of Sunset Boulevard and Vine Street in Hollywood on December 9, and died December 12. He was 40.

The assailant, Tyler Brehm, was fatally shot by police. According to police, Brehm was distraught over a recent breakup.

Obama welcomes payroll tax deal (AP)

WASHINGTON ? President Barack Obama is welcoming a deal on extending a payroll tax cut and congratulating Congress for ending its "partisan stalemate."

The president issued a statement Thursday evening moments after House Speaker John Boehner announced that House Republicans were reversing course and accepting a two-month extension agreed to by the Senate and supported by the president.

Obama says the deal, which also extends unemployment benefits, is good news just in time for the holidays and the right thing to do for American families and the economy.

And he is thanking Americans who pressured Congress to get it done.

President Barack Obama on Thursday chided House Republicans he said are holding up an extension of expiring payroll tax cuts, saying the debate is "about the American people."

To make his point, Obama was flanked at the White House by people who said they would be stretched thin financially if Congress failed to extend the cuts before the end of the year. If no deal is reached, the White House says a person making $50,000 a year would see a loss of about $40 per paycheck.

"Now there may be some folks in the House who refuse to vote for this compromise because they don't think 40 bucks is a lot of money," Obama said. "But anyone who knows how to stretch a budget knows that at the end of the week or the end of the month, $40 can make all the difference in the world."

In seeking to ratchet up pressure on Republicans for a deal, Obama reiterated his call for a two-month extension of the payroll tax cuts, a measure already agreed to by an overwhelming majority of Senators from both parties. He said the House GOP's refusal to sign on to the bipartisan deal was exactly why the American people have grown so frustrated with Washington.

"This is an issue where an overwhelming number of people in both parties agree," Obama said. "How can we not get that done? Has this place become so dysfunctional that even when people agree to things we can't do it? It doesn't make any sense. Enough is enough."

House Republicans say they oppose the two-month deal because it doesn't provide the public and businesses enough certainty. They've called on Obama and Senate Democrats to instead negotiate a full-year extension now.

Earlier Thursday, House Speaker John Boehner called Obama, their second conversation in as many days. The White House said Obama committed to immediately starting talks on a full-year deal if the House first passes the two-month extension. Senate Minority Leader Mitch McConnell, R-Ky., has also urged the House to pass a short-term extension while starting work on the full-year deal.

Cocky Simon Cowell vows "X Factor" will improve (Reuters)

LOS ANGELES (Reuters) ? "X Factor" creator Simon Cowell said on Monday he was probably "too cocky" when he launched the U.S. TV talent show earlier this year, boasting it would overtake his old program, No. 1-rated "American Idol."

But Cowell, who admits being confident by nature, pledged that the two-part 'X Factor' finale this week will be worth watching and any of the three finalists is worthy of the unprecedented prize of a $5 million recording contract.

The acerbic British entrepreneur and "X Factor" judge said that Justin Bieber, rapper Pitbull and R&B singer Ne-Yo would be among the superstars performing on Thursday's finale, before the winner of the first season is revealed.

"The X Factor" launched in the United States in September after months of hype from Cowell, who predicted it would beat "American Idol" as the most-watched show on U.S. TV.

He had his reasons for the boast. "X Factor," after all, has been the most popular TV show in Britain for several years and winners have generally gone straight to the top of the pop music charts. In the U.S., "American Idol" is no different, and Cowell was a key force behind its success.

Yet, 'X Factor' has underperformed Cowell's expectations.

Although it has been a hit for broadcaster Fox drawing about 12 million viewers weekly, its audience is less than half that of "American Idol", which returns to Fox in January.

"I think I probably came here a little too cocky, but I am cocky by nature. I had come off the back of a massive hit in the U.K., had the adrenaline (and) couldn't wait to put the show on here, and it is going to take a little longer than I thought," Cowell said at a news conference ahead of the final.

"But with these three finalists ... this will be the greatest final we have ever been in ... This is $5 million talent here," he said. "We are going to put on a show this week. And it's going to be better next year."

Ballad singer Melanie Amaro, 19, bluesy Josh Krajcik, 30, and rapper Chris Rene, 28, will sing for the "X Factor" prize on Wednesday.

Cowell said each finalist would sing a duet with a surprise superstar as part of Wednesday's competition. The winner will be chosen by public vote and announced after a two-hour finale on December 22.

All three finalists are expected to get recording contracts, but only the winner will be assured of the $5 million deal.

Judge and record producer Antonio (L.A.) Reid said he was proud and happy of the singers who had made it to the final after four months of nationwide auditions and live shows.

"They are all amazingly talented, unique in their own right (and) each one of them has a distinct competitive advantage," Reid said.

"I think they represent us well. They look very modern, big on talent and loads of charisma, so I couldn't be happier."

Android 4.0 (Ice Cream Sandwich) comes to GSM / UMTS Nexus S starting today

You heard right -- Google itself has just affirmed on its own social networking branch that Android 4.0 will begin to hit GSM / UMTS (sorry, Sprint users!) Nexus S devices over the coming month, with the luckiest few to get it today. Outside of that, there's no more specific time table to be had, but if you're able to suck it down in the coming hours, definitely sound off on the improvements in comments below.

Update: Looks like the package is available to download and install (at your own risk, of course) for T-Mobile's Nexus S. Huzzah!

(AP) ? It's another week before the Orlando Magic officially open regular-season play.

That doesn't mean that Magic fans are waiting around to show their top star how much they want him to stay in town.

In his first on-court appearance in front of fans since making a trade request, Howard was greeted to a loud ovation from about 9,000 fans when he was introduced during a free, open scrimmage the team held at Amway Center on Saturday.

The All-Star center has spent each of his seven NBA seasons in Orlando, but asked management to be traded shortly after the Magic opened training camp.

Howard's No. 12 jersey was worn by fans throughout the crowd Saturday, many of whom held professionally printed signs from StayDwight.com that read "Superman This Is Your Metropolis." Other homemade signs were also on display, nearly all including three words: Dwight, please and stay.

"We didn't know what to expect because of what we heard and what's been posted (negatively) on my (Twitter) timeline," Howard said. "They see it and they thought it was going to be a different scenario. But it was great for me and my teammates. We're looking forward to starting off the season on a good note."

Howard said Thursday although there hasn't been any movement on his trade request, it still stands. His agent, Dan Fegan, has permission from Magic general manager Otis Smith to discuss trades with Dallas, New Jersey and the Los Angeles Lakers.

Howard can opt out of his current contract in July 2012 and become a free agent.

During the player introductions Saturday, Howard received a standing ovation. He said that moment was special for him.

"It was emotional," he said. "It was great to see their reaction. And like I've told you guys from Day 1, I love this city...When I came here, everybody called our team the Orlando Tragic. I wanted to change it. Nobody says tragic anymore."

Magic fan Dallas Wilkes, from Howard's native Georgia, sat near midcourt and said he supports Howard even though there's uncertainty about whether he'll remain in an Orlando uniform.

"I have mixed feelings," Wilkes, 28, said. "I understand he's a person and needs to do what's best for him. But this is a great place. The guys that are here really seem to like it, and hopefully what's best for him is what's best for us."

Magic coach Stan Van Gundy said after the scrimmage he "had no idea what to expect" when it came to the reception Howard would get. He added his focus is trying to get his team ready to play its regular-season opener Christmas night at Oklahoma City.

Orlando plays the first of its two preseason games Sunday at Miami.

"I look at it not as the first exhibition, but as the next to last," Van Gundy said of his approach. "You can't ease into this thing."

Before taking the court in front of fans Saturday, the Magic practiced for about 90 minutes.

Van Gundy said he was impressed with Howard, as well as free agent acquisition Von Wafer, who had some of the best moments in the public scrimmage, knocking down several open jumpers and getting to the rim off the dribble.

Wafer appeared in 58 games last season with Boston and spent a portion of the offseason playing overseas in Europe.

"I've definitely got an advantage because I've been playing in Italy," Wafer said. "But I still don't have my legs under me...It's different in the NBA, more up and down, more transition. But they're coming slowly."

Still, Van Gundy said getting the entire squad up to game speed is the priority.

"We're not in the condition now that we are normally in when we open training camp," Van Gundy said. "I think there will be some teams better and some teams worse. But as far as relative to where we are ? I don't know.

"I think when you've been in this league a long time and a lot of the coaches in this same boat, you know what it's supposed to look like at various points...But right now, you don't have any idea."

'A new chapter': US officially ends Iraq war

A ceremony held in Baghdad marked the official end of the nearly 9-year military campaign in Iraq, and now the 4,000 remaining troops in the country are heading home for the holidays. NBC's Richard Engel reports.

BAGHDAD -- Secretary of Defense Leon Panetta marked the end of the U.S. war in Iraq?at a highly symbolic ceremony Thursday.

U.S. soldiers rolled up the flag for American forces in Iraq and slipped it into a camouflage-colored sleeve, formally "casing" it, according to Army tradition.

Panetta said veterans of the nearly nine-year conflict can be "secure in knowing that your sacrifice has helped the Iraqi people to cast tyranny aside."

Iraqi Prime Minister Nouri al-Maliki and President Jalal Talabani were invited to the ceremony but did?not attend.


Nearly 4,500 U.S. soldiers and tens of thousands of Iraqis lost their lives in a war that began with a "Shock and Awe" campaign of missiles pounding Baghdad, but later descended into a bloody sectarian struggle between long-oppressed majority Shiites and their former Sunni masters.

"After a lot of blood spilled by Iraqis and Americans, the mission of an Iraq that could govern and secure itself has become real," Panetta added.

Some Iraqi citizens offered a more pessimistic assessment. "The Americans are leaving behind them a destroyed country," said Mariam Khazim of Sadr City. "The Americans did not leave modern schools or big factories behind them. Instead, they left thousands of widows and orphans."

Gen. Lloyd Austin, the top U.S. commander in Iraq, and Army Gen. Martin Dempsey, the chairman of the Joint Chiefs of Staff, also?spoke?during the ceremony?at Baghdad International Airport.

Published at 4:45 a.m. ET: After nearly nine years, 4,500 American dead, 32,000 wounded and more than $800 billion, U.S. officials prepared Thursday to formally shut down the war in Iraq ? a conflict that U.S. Defense Secretary Leon Panetta said was worth the price in blood and money, as it set Iraq on a path to democracy.

Panetta stepped off his military plane in Baghdad Thursday as the leader of America's war in Iraq, but will leave as one of many top U.S. and global officials who hope to work with the struggling nation as it tries to find its new place in the Middle East and the broader world.

He and several other U.S. diplomatic, military and defense leaders will participate in a highly symbolic ceremony during which the flag of U.S. Forces-Iraq will officially be retired, or "cased," according to Army tradition.

During several stops in Afghanistan this week, Panetta made it clear that the U.S. can be proud of its accomplishments in Iraq, and that the cost of the bitterly divisive war was worth it.

After nearly nine years and 4,500 American lives lost, President Obama and the first lady officially marked the end of the Iraq war Wednesday. NBC's Kristen Welker has more.

"We spilled a lot of blood there," Panetta said. "But all of that has not been in vain. It's been to achieve a mission making that country sovereign and independent and able to govern and secure itself."

That, he said, is "a tribute to everybody ? everybody who fought in that war, everybody who spilled blood in that war, everybody who was dedicated to making sure we could achieve that mission."

Panetta has echoed President Barack Obama's promise that the U.S. plans to keep a robust diplomatic presence in Iraq, foster a deep and lasting relationship with the nation and maintain a strong military force in the region.

As of Thursday, there were two U.S. bases and about 4,000 U.S. troops in Iraq ? a dramatic drop from the roughly 500 military installations and as many as 170,000 troops during the surge ordered by President George W. Bush in 2007, when violence and raging sectarianism gripped the country. All U.S. troops are slated to be out of Iraq by the end of the year, but officials are likely to meet that goal a bit before then.

The total U.S. departure is a bit earlier than initially planned, and military leaders worry that it is premature for the still maturing Iraqi security forces, who face continuing struggles to develop the logistics, air operations, surveillance and intelligence sharing capabilities they will need in what has long been a difficult neighborhood.

U.S. officials were unable to reach an agreement with the Iraqis on legal issues and troop immunity that would have allowed a small training and counterterrorism force to remain. U.S. defense officials said they expect there will be no movement on that issue until sometime next year.

Jon Soltz of VoteVets.org and Matthew Hoh of the Center for International Policy debate the winners and losers of the Iraq War and the non-military presence that will remain.

Still, despite Obama's earlier contention that all American troops would be home for Christmas, at least 4,000 forces will remain in Kuwait for some months. The troops will be able to help finalize the move out of Iraq, but could also be used as a quick reaction force if needed.

Bombings and attacks have eased since American and Iraqi security forces weakened insurgents. But roadside bombs, car bombs and assassinations still kill and maim almost every day.

A frail economy, constant power shortages, scarce jobs and discontent with political leaders all fuel uncertainty among Iraqis.

"Thanks to the Americans. They took us away from Saddam Hussein, I have to say that. But I think now we are going to be in trouble," said Malik Abed, 44, a vendor at a Baghdad fish market. "Maybe the terrorists will start attacking us again."

Neighborhood in far west China tries veil ban (AP)

BEIJING ? A city district in heavily Muslim western China is trying to tamp down religious fervor by prohibiting people from wearing veils, traditional Arab dress or growing long beards.

A regional spokeswoman said that she was unaware of the campaign but added it sounded unrealistic.

The notice from the Dunmaili district of Yining disappeared from the Yining government website Thursday afternoon. It was still available on a state-run news website, though the reason for the discrepancy was uncertain.

Using the slogan 'Dilute religious consciousness, advocate a civilized healthy life style,' the notice said the campaign's objective was "to completely get rid of the abnormal phenomenon in the entire community of minority ethnic women and youth wearing Arabian dress, growing beards and covering their faces in veils."

Yining is in Xinjiang, a region home to the traditionally Muslim Uighur ethnic group. Many Uighurs resent Chinese rule and controls on their religion and culture and the region has occasionally seen violent unrest.

The notice said stubborn individuals who refused to give up their veils, Arab dress or long beards should be educated, and "diehards" turned over to judicial departments.

Xinjiang regional spokeswoman Hou Hanmin told The Associated Press by telephone that she was unaware of the campaign. She said ordinary people in Xinjiang are free to wear what they like, regardless of their faith. She said public schools do have guidelines instructing teachers to wear "secular" clothing.

"This is not consistent with the reality here," Hou said of the campaign.

China allows different faiths to practice their religion but only in state-backed churches and mosques.

Tibetan Buddhists, Uighur Muslims and other minority faithful are generally allowed to wear their traditional dress. However, both communities have been targeted in political re-education campaigns following anti-government violence related to complaints about a lack of religious freedom.

Hamas marks anniversary, hails Arab Spring Islamists (Reuters)

GAZA (Reuters) ? Tens of thousands of Hamas supporters rallied in Gaza on Wednesday to celebrate the Palestinian group's 24th anniversary and the strengthening of fellow Islamists in Egypt.

"We hope all Arab countries will come under Islamic control," said Umm Bashir al-Hetani, a woman in the crowd over which fluttered a sea of green Islamist flags.

Founded in 1987, Hamas, an Arabic acronym meaning the Islamist resistance movement, is an armed wing of the Muslim Brotherhood in the Palestinian territories.

In Egypt, the Brotherhood and other Islamist groups sought more gains in the second round of a parliamentary election on Wednesday in an army-led transition that began with the overthrow of Hosni Mubarak in February.

Addressing the rally, Hamas's Gaza leader Ismail Haniyeh said the Brotherhood and other Islamist groups had "spearheaded the Arab Spring" of political change in the region "either through direct confrontation with tyrannical regimes or through the ballot box."

Though Hamas sprang from the Muslim Brotherhood, it operates independently due to its location and the conflict with Israel.

Egypt's Muslim Brotherhood has renounced violence as a means of bringing about political change, but endorses it for those under foreign occupation.

"Resistance is the way and it is the strategic choice to liberate Palestine from the (Jordan) river to the (Mediterranean) sea and to remove the invaders from the blessed land of Palestine," Haniyeh told the crowd, which chanted: "We will never recognize Israel."

The rally, which Hamas said 350,000 people attended, was punctuated by sonic booms from Israeli warplanes overhead, familiar sounds in the Gaza Strip, where militants frequently fire rockets into Israel and Israeli aircraft carry out raids.

"Hamas, together with other stubborn resistance factions, will lead the people towards uprising after uprising until all of Palestine is liberated," Haniyeh said, referring to territory that includes the occupied West Bank and what is now Israel.

Hamas is regarded by the West as a terrorist group for its refusal to recognize Israel, renounce violence and accept existing interim Israeli-Palestinian peace deals.

The group has said it might agree to a long-term truce with Israel in return for the creation of a Palestinian state in the West Bank and Gaza Strip.

Hamas seized the Gaza Strip from forces loyal to Western-backed Palestinian President Mahmoud Abbas's Fatah movement in 2007. Implementation of an Egyptian-brokered Hamas-Fatah deal has been delayed by squabbling between the two sides.

Threatening note found on London-to-Boston flight

Officials say a suspicious note was found in the bathroom of a Virgin Atlantic flight to Boston.

Phil Orlandella, a spokesman for Logan International Airport, says the note was found Sunday in Flight 11 from London's Heathrow Airport to Boston. He says the note referenced a bomb and was found by a flight attendant.

The flight carrying 200 passengers and 16 crew members landed at Logan at around 6 p.m.

After passengers got off the plane, state police troopers with K-9 units and FBI agents searched the plane. The passengers and their bags were screened. Nothing was found.

Authorities say they do not believe the threat is credible because the note was dated more than a month ago. The investigation continues.
